The only possible reason anyone would wish to abolish the police force rather than reform it is because they want chaos, violence and Revolution. So let's be honest and not pretend otherwise.

Or alternatively, years of experience lead them to treat different individuals according to how other offenders of the same kind or class have behaved previously. Coppers inevitably develop a 'nose' for how different categories of offender typically behave with every passing year in the job.

Other countries manage police forces that have far fewer and less serious problems. I'm sure the USA can too... but fixing the current one? Probably not the best way to go about things.
