This is only true if you ignore the fact that they must be applied to the data after it is gathered. You can't do it in real time.
If you're willing to move the time origin, you can add as much linear phase shift of either sign as you like. The reason for sticking with normal time is that all the useful causality conditions depend on that definition. I invite you to use your 'negative time' to stabilize a feedback loop.
