You don'yt say how you want to control the step, push button, micro etc. Do you just want to go one step at a time, or any value can be next?

Have a look at

How much do you want to pay? How fast do you need to update the output voltage? You could buy something like this:

Or you can build it yourself and use a digital to analog converter, e.g. this one:

If it is powered with 5V and you add an op amp for multiplying it by 2, you can adjust the output from 0V to 10V (if it is a rail-to-rail op amp). Resolution is about 0.15mV. If you don't need this high resolution, you can use a cheaper DAC, e.g. 2mV with a 12 bit DAC. For the DAC8531 looks like on page 7 that you can change the output voltage with an update rate of more than 100kHz.

Looks like they sell pots with 1024 steps max. This would result in 5.86mV steps, which might be not sufficient for exact 10mV steps, but this depends on the requirements of the OP.

I didn't say any more as the OP didn't really give enough information, so waiting for the FB.
