Let's see... You have AC at 50Hz, which is the required output for the ring tone. Too bad, it's 230V, but surely, you have heard about transformers. Hum... a 1:3 transformer should do, even a 1:10 may be good.
Yeah, and so ? RadioShack should have this, if I remember correctly from the days when I was in Berkeley, CA. Seriously, how hard is it to find a transformer in an electronics shop?

Any electronic parts shop will sell you a 240v to 24V (or 30V) transformer for $10. A 3VA rating would do it, probably only 5 bucks really. Or get 2 (or more) 12V transformers, put the primaries in parallel and the secondaries in series, but phase them the same or you'll get an output of
0V. If you go to your local thrift shop they probably have a stack of plug-pack supplies with transformers in them, from old cell phones, computer games etc. These days most have electronic voltage converters in them. You can tell by picking them up because they're much lighter.
