free space as a transmission medium

I read in sci.electronics.design that Dirk Bruere at Neopax wrote (in ) about 'free space as a transmission medium', on Tue, 8 Nov 2005:

You don't need to go as far as that. Any planetary mass will do. the circumference of a circle (except a Great Circle) on the surface of the Earth is less than 2*pi times its radius measured across the surface.
