FCC Part 15 question

Does a device wot consists of an enclosure with internal RF transmitter(s) and receiver(s), but not intended to radiate outside of the enclosure (and reasonably shielded to prevent very much of that from happening) fall under FCC Part 15 Subpart B? or is it under Subpart C?

(z) _Unintentional radiator._ A device that intentionally generates radio frequency energy for use within the device, or that sends radio frequency signals by conduction to associated equipment via connecting wiring, but which is not intended to emit RF energy by radiation or induction.
