Nothing, but the rabbits will simply tunnel under it, and other rodents, like voles or mice, can just go through the holes.
If it's only a couple of feet tall, the deer will just step over it. ;-)
I guess you could use like 6 foot tall 1/8" mesh hardware cloth, but then you couldn't even see your garden! ;-)
