Really, Cesium for long term stability. The H-maser has better phase noise. I have made the analog circuits to enslave a hydrogen maser to a Cs to get the best of both worlds. They are on the ISS now.

I have an old Efratom rubidium that did it all with a little TTL and some discrete parts. Very clever.
