Wouldn't it have been easier to swap VINs and tags than all those parts? :-)

Not in Europe. The VIN wasn't riveted on but pounded into a beam somewhere. Readability of that number was absolutely crucial. If the TUEV engineer could not decipher it or was under the impression that it had been messed with -> no sticker.
