In Germany there was a mandatory roadworthiness test at the TUEV every two years. Very strict, brought many old cars to grief. Among students who had raggedy old Citroen 2CV cars and near-zero budgets it was customary to borrow a lot of stuff from others for that day. Tires, rag tops, fenders, batteries, drive shafts. Heck, sometimes even a whole engine if yours smoked too badly.
