Why would you want to discharge the battery? For battery life it's best to leave it charged. As regards risk I think it's trivial, problems only tend to occur when charging or discharging the battery.
Long-term storage!! I dunno when I will or might use it again.

Isn't it safer to discharge all energy before leaving or disposing of rechargeable batteries?
I indeed worries about fire risks storing stuffs with internal rechargeable battery, notably self ignition or spontaneous combusion without flame nor heat. Think hot weather!!
