27" JVC tv model:AV-27BP4 no picture

27" JVC stereo tv with PIP,model:AV-27BP4,chassis:SGX-1021A,year:Aug 1993.This tv has 2 sets of RCA inputs,1 set of outputs,S-VHS i/p,ext speaker jacks,PIP/main out and A/V compulink jacks. Problem:Originally the picture had intermittent snowy picture now half of the time the picture is scrambled but OSD is fine along with audio while the other half of the time there is no picture or OSD,when I turn up the brightness of flyback no picture.Prior to the picture disappearing you get this circle of discharge around the middle of the screen prior to picture disappearing.

I visually checked soldering throughout tv but no go,I did not yet unsolder the tuner and examine the solder inside.Note:this tv usese the following parts:

Flyback # CJ27898-0AJ1 Yoke # CE20237 IC401=LA7837 Q542=2SD2348 IC901=STRS6301
