O.T. Is health care a right?

The New Yorker has got an another interesting article out of Atul Gawande

He doesn't share my view of health care as primarily an anti-plague defense, with the attention to less infectious diseases as a bribe to make sure that infectious people move into care before they can infect too many other people.

That clearly doesn't resonate with the kind of conservatives he talked to, though he does spend space on the Vaccine Act of 1813 passed "at Jefferson's prompting and with Madison's unhesitating support".
