well, that's to be expected. the magnet will only respond to gradients with a force. uniform fields will only give a torque.

stick an iron column under the scale and it may warp the field enough to be seen measured on the scale

Yes, well tried it again and got it to detect some metal object (screwdriver) at about 20 cm, more or less in the horizontal plane. Hard to tell if it is not just tilting the weight of the magnet on the scale, but it works. The metal parts in the scales respond a lot to magnetic field though, so I dunno if this test has much value. Test was on a glass table with alu legs,
