This is one of the new crop of mosfet drivers. A chip that takes enough power (or about 1/6th) to light an LED.
The chip incorporates a series of photovoltaic diodes (in series) that are illuminated by the driver LEDs. That provides the microamps of drive a MOSFET requires to turn on.
So you get a mosfet driver that isn't referenced to ground. Easy! to apply to "high side" control or AC power control - see the data sheet..
The downside is the speed - a few milliseconds to turn on and, relatively speaking, slow to turn off - fractions of a ms. Cost is $1-$3 each depending on one's parts outlet.
On the plus side - this is a dynamite high side/low side, driver for most DC applications, and slick easy to apply. Easy to use for an AC/DC solid state relay.
