I do have this integrator in a loop and have (now using the proper term) observed 'wind up' in spice.

Spice for sure... I was never was good at understanding circuits with multiple feedback loops.
I kinda get that circuit.. For Vout to clip at 2.6V, the non-inverting input feed is such that the difference * Av = 2.6V. I'll probably figure out the rest later..

for a real low frequency one you could use a microprocessor with a DAC some some counter timers and an ADC.
