Photoplot uses a round SPOT to 'strike a line', so it plots a straight line which ends with a rounded nose? Put a square SMD pad at the end of the "line".

Like I said before. PLACE a square pad at the end of your run if you want a squared end on it.
Layout packages have the manufacturer tooling in mind. Any time you end a line not on a pad or via, it will have a rounded end.
UV, Laser, Xray, etc. All types of photo plotting/etching involves a "light source" which is round. So all PCB software will operate this way. Some modern packages allow the designer to get around it with a feature they incorporated, which eagle would likely not be at yet.
Put a square SMD pad there.
The FLAT modifier only applies to ARC's, Otherwise wire ends are rounded.

So you are saying that once again,the "help" is inaccurate and incomplete. The syntax allows FLAT as well as ROUND; the so-called help file eXplicitly sez so.
