Hitachi Projection TV 46UX17K

Guys: 13 Year old unit, has the infamous delay start-up problem. Will come on after unplugging for one or two minutes. Where is this SMPS board mounted? Also, have vertical noise issue on tuner and all composite video input function. SVIDEO input OK! No Noise and rock solid. Can someone give me a clue to where I might fix this noise issue? Otherwise, this set still has a georgeous picture and great audio. Im sure its all weak caps somewhere.

Sounds like a pip module or comb filter with the video distortion but here are some repair world tips hope they can help:
