Akai TV model CT3216 very weird problems

This set will seem to power on soon after it is plugged in. Then the led will flicker in about one second bursts and there is no raster. Every so often though if you press a few buttons on the remote the raster may pop in for a half second or so. Somtimes you can see a decent picture, and other times it looks monochrome and detuned or there is just snow. There is never any sound present. The set will not power off. If you try to power the set off it will shut down for about two seconds and then power back up again by itself, doing the same thing. I suspect something in the microprocessor circuit but truthfully I'm not sure where to start on this thing. Has anyone ever seen this symptom before on this set? There may be parts failing in the power supply, and or scan circuits. This would require proper troubleshooting to service.

If you are not trained in TV servicing, or set up for this type of work, you should give the set out for proper and safe service.

is this an itt-nokia chassis? things to check first:

-power supply caps - just replace. these can cause all kinds of odd problems.

-soldering in power supply, data bus lines, xtal. and all over

-cracked pcb traces.
