I need to control an RF transmitter IC, through a SPI port.

It looks like the PIC12F508/509 is the ~lowest cost 8-bit Flash
microcontroller available. Digikey show this at $.78 for one and
$.55 in volume.

Is there any similar controller that costs less ?

Go with Microchip.

I use MPLAB IDE 8.46, C18 C compiler, and ICD3 as programmer/debugger.
