read cgd.pdf - but I think no. you can only disable some CLBs to used but not prohibit the routing fabric areas from being used.

hi, i think no, too. in the constraints guide (cgd.pdf) are no constraints defined to exclude areas from routing for the synthesis process (map and place&route). you can only define constraints for placing logic, bram etc. to specific areas.
