Hi, dears: I am heard that ISE is coded in Java. So it is very flexible when migeration but is very slow. Is it true?

no it is not true.
Java is used by
1) coregen 2) chipscope 3) planahead ? 4) EDK SDK (eclipse) maybe some other parts o ISE/EDKbut not for the main GUI or tools
