The phrase "ability to do the job" is nebulous, though. You might define "the job" as requiring the candidate to be on call, and live within 20 minutes' drive of the target facility.
Every job I've ever had, with the exception of a part-time job while I was a student, has offered relocation. My current employer paid to relocate me twice, in fact.
Nowadays, though, many advertisements specifically say "no relo". But when you think about it, a few thousand dollars' relocation is nothing compared to, say, recruiter fees (which, for an engineer, might easily be $10,000 over the course of 12 months).
