Yes, to both, but the timing is ultra 'tight'.
USB device has been done,
Both Microchip and Atmel offer (respectively) PIC and AVR devices with USB OTG support. If you are happy to count the PIC32 as a PIC then you won't need any ugly hacks. With Atmel you can use 8 bit or 32 bit AVRs (both available with USB OTG).
