At what level OS(*nix , windows) handle power management?

Dear All,

Older motherboards offer jumpers that allow setting the power source either at +5V or +5VSB (for example USB). The +5VSB is what is still running after shutdown. Where as modern motherboards control the power source right from the BIOS, i'm curious to know how (MS) windows and *nix manage the on board power ?

Particularly I'm interested to know about modem (RJ-45 connector) .
