You could try KMD.

The "ARM System" comes with a precompiled arm assambler and linker.

The SANKHYA Debugger for ARM (SD 1.0 Beta) will be available for evaluation shortly. Includes a debugger (for Windows) and instruction set simulator (for Windows, Linux and Solaris) for ARM.

Looking for one which can work with all emulators, linking all Compilers & supporting all platforms AND which comes at a reasonable price-range of $400-$500.
