The SANKHYA Debugger for ARM (SD 1.0 Beta) will be available for
evaluation
shortly. Includes a debugger (for Windows) and instruction set
simulator (for Windows, Linux and Solaris) for ARM.

E-mail snipped-for-privacy@sankhya.com if you are interested in more information.

Thanks,

Looking for one which can work with all emulators, linking all
Compilers & supporting all platforms AND which comes at a reasonable
price-range of $400-$500.

Not possible.
Unless you mean JTAG and or NEXUS you will not find one and many
architectures do not support JTAG.

No possible. Not with reasonable quality and reliability.

You could do one and make a fortune... though not at 4-500 USD.
