Another trick, is to put a layer of plaster of paris onto the washers, then a layer of plastic wrap over that, and press it to the stucco. It'll fill in the gaps, but the plastic wrap will keep it from adhering, so it will come off later.

What I ended up with was I built out the stud with a red oak 2x2, nasty hard, had to drill it with my drill press. Then hung the support frame using 1/4" x 4" lag bolts. ...Jim Thompson
