IMO just as it can be immoral to do things which benefit the many at the expense of the few, it can also be immoral to not do things to punish the few at the expense of the many.
Depending on who you ask something like one in 30 to one in fifty Americans have high levels of sociopathic personality characteristics; they will pretty much steal anything that's not nailed down given the proper opportunity. It's impossible to design any kind of social safety net that perfectly helps only those deserving of it and punishes those who aren't, any more than you could run a business where you never ever get ripped off - you'll never have perfect information. Doesn't mean you shouldn't run a business.
Sometimes to do the right thing when it comes to what's moral (and to have a happy life in personal relationships, and to make a lotta money in business) one has to let the ego go a bit and learn to write off the losses and focus on the wins.
