They did not allow hookers to solicit on the strip. However, they had those cage-type newspaper holders advertising such. I don't know where the action took place since I did not partake. If not _in_ Las Vegas, then where?

That won't happen quite like that. If the two storms are roughly the same size, they'll do a little dance around each other. When they get tired of the dance, they might combine into one storm. If one storm is considerably larger than the other, the larger storm will eat the smaller storm. See Fujiwhara Effect:
