Recommends for cheapo fab&assy?

"Gotcha" is the fab+assembly MUST individually serialize each PCB on the panel via silkscreen.

Pcbshopper.com only allows orders, not queries; a "bulk" query with specs would be ideal.

Candidates please?

You think that doesn't qualify? what? Burned lettering on a white patch? The do it the other way. Burn away all the white patch and leave only the ink where the numerics will be. Result: White silk screen numbers.

Ask PCBway. The downside is that if you ship parts in any quantity, they want you to lie to Chinese customs, which I'm not prepared to do. I just limit the total value of parts to $199 and declare that. It costs $60 to get them through customs!

Good idea, only which good quality PCB shop does that? I tend to think that modifying the silkscreen Gerber is easier; i did that for 15 net files.

For a single board, sure. If it is small enough though, regardless of your Gerber file layout, the fab shop will palletize the build. Especially in the case of quick turn houses. Serialization after build and even test is better and laser marking is the new "permanent" standard (even on a standard label method) and fully accepted and recognized... embraced even.

Their 4-layeer boards are beautiful, and iirc they do 4/4 rules. Some folks have reported uneven quality in their 2-layer work,

Assuming the case is that you send parts to China, some work is performed and then they are sent back to you, can't you get something like a carnet or equivalent?

Maybe. The vendor doesn't want to deal with it though--they won't even tell you their customs registration number.
