i saw an application runing on a 16f84 and it was control over the internet , the problem is that is written in spanish but if you really need it i can translate it

Do NOT use SNMP for "setting things" - the protocol is per design useless for that and firewalls will block SNMP with extreme prejudice!!
With SNMP *you* will have to actually track state in all the devices and restore state on reboots e.t.c. This becomes "fun" when state is also "path-dependent" or there are dependencies (i.e. when the sequence/completion of commands matter, over UDP ....).
Look at XML-RPC instead; HTTP-carrier, much easier to get to work; Many implementations: Python f.ex. comes with a ready-made implementation of both Client and Server.
Maybe even NETCONF if it must be "management related". It looks like it will kill SNMP.

I have seen a box called iBoot, but this was a bit expensive. regards

Yes, prebuilt boxes that switch mains from ethernet and from serial do exist but they tend to be pricey (US$400).
