Original Firefox profile is somewhere on an XP-based hard-drive.
New machine is Win7 Pro 64-bit
I already have the old drive connected to the new machine via a USB adapter and can read it.
What's the proper procedure to set up the new Firefox from the old profile (and _where_ is it)?

Try searching for the answer. It will depend on the version of FireFox. You'll likely have to export the profile from a working version of the source FireFox, though, before it can be imported into the newer version. It's unlikely you'll be able to save anything other than bookmarks and such, though.
Quite the contrary. Competition is integral to real capitalism: there, the the playing field is level, people can buy what they want, and "if you snooze, you lose". 'Crony capitalism' of the Musk or South American variety is far more closely allied to actual socialism.
Hint: If people are free to spend the money they earn on whatever they want (whether you like it or not), that's capitalism.
If The Good Of The People is the highest law and everybody's happy, that's fantasy socialism for roping in the rubes.
If People Who Know Best take other people's hard-earned money and spend it on The Right Thing (i.e. themselves and people like them) that's real socialism.
I have several computers and back up everything. The easiest way for me to keep every thing in order and up to date is to use the portable versions of Firefox and Thunderbird. They are stand alone and easily copied from one place to another with everything intact. Addresses, bookmarks and such. I keep a copy on a flash drive so when I visit my sister I'm reconnected to the Net like I'm at home. I like working from my desktop and I hate web base email with a passion. I can't recall my first portable install. I may have had to start from scratch. This was likely a good idea as my Mozilla stuff was just one update on top of another for the past 16 years. No telling how much junk I eliminated.
You can import your bookmarks and email addys but I seem to recall some changes I went through with the email addys. Something about using Excel to sort it out. Probably no biggie if you don't have many entries. I have about 3500 which probably isn't too bad for 21 years on the net.

By "crony capitalism" do you mean "pork belly politics"? As far as I can see the end result for the likes of thee and me is pretty similar.
Certainly in they UK the Conservatives are /at least/ as prone as Labour to subsidise bone-headed schemes that indirectly benefit their funding sources - often to my detriment.
Conclusion: mensch ist mensch, whatever they claim is their political persuasion.

The real difference between the various "isms" or "ocracies" isn't where the money ends up, it is the means and justifications (spurious or otherwise) for controlling where it ends up.
For XP, the directory tree is located in: C:\Documents and Settings\Login_Name\Application Data\Mozilla\Firefox\Profiles\Random_Directory_Name The Application Data directory is hidden, so you may need to use the full path, or termporarily unhide the hidden files. Control Panel -> Folder Options -> View -> "Show hidden files and folder"
You can also get to it with: Start -> run -> %APPDATA%\Mozilla\Firefox\Profiles\ and a new window will open showing the directory.
Be sure to copy the profiles.ini file from: C:\Documents and Settings\Login_Name\Application Data\Mozilla\Firefox\
The cache is located here, but you don't need or want it on the new machine: C:\Documents and Settings\Login_Name\Local Settings\Application Data\Mozilla\Firefox\Profiles\Random_Directory_Name
You might have more than one profile left over from previous users and experiments. Try to find the one you're actually using and just copy it. Same on the destination machine. Get rid of any profiles that you are NOT using.
I'm too lazy to look it up. This should find it. Start -> run -> %APPDATA%\Mozilla\Firefox\Profiles\ and a new window will open showing the directory.
USB is low. Ethernet is faster. Switch to ethernet.
Copy everything under the XP Firefox directory to a flash drive. Copy this to the Firefox folder on the new machine.
No eclipse for me today. Nothing but clouds and fog in Santa Cruz. Bummer.
