Today's proceedings of the US national academy of sciences has interesting paper

It takes the point of view that the French National Constituent Assembly wa s a unique and novel development (even though it post-dated the US Congress by a few years).

It highlights the fact that parliamentary committees emerged at the end of

1790 and acquired progressively increasing power, until "the Committee of P ublic Safety? with Robespierre at its head essentially took over fr om the assembly in 1793.

In Paris, the committees were mostly run by the political left. The US Cong ress seniority rules seem to place conservatives in charge of them ...
