its "Sodium perborate;perboric acid,sodium salt" which I dont think is the same as naCl.

Correct. It's a salt, but not common table salt. The MSDS says "Very hazardous in case of ingestion. Hazardous in case of skin contact (irritant), of eye contact (irritant), of inhalation. Prolonged exposure may result in skin burns and ulcerations. Over-exposure by inhalation may cause respiratory irritation."

Oral exposure to boric acid and borax has been shown to have toxic effects on the male reproductive system (in rodents and dogs, at least). That seems to be the reason that Denmark proposed that sodium perborate be added to the REACH list of substances of high concern.

Various groups seem to be recommending sodium percarbonate as a safer alternative for (e.g.) laundry bleaches.

Yes, that _IS_ the quote. But, sodium salt is NaCl.

You misread this. It means: Sodium salt of perboric acid.

NaCl is sodium salt of hydrochloric acid, a different beast.
