There are many nearly perfect boost- converter ICs to choose from. TI's TLV61220, works from 0.7V up, to 200mA out, $0.57, qty 100, six-pin SOT-23.

There's a host of excellent ICs for this job, but you probably want ready-to-go. Several Amazon sellers offer these, e.g.

There's a little 4-pin IC in a SOT-89-like package that's popular in these Chinese designs, but I don't know what it is. They say it'll start on 0.6V or some such, and provides good 5V out for Vin down to 0.9V.

Whoa, Legg, you are the main MAN ! Available from LCSC, for about $0.04 each, qty 100. !! Datasheet says starts and works from 0.9V up. Runs at 180kHz, boost switch works to 360mA. B version runs ext FET. C, D versions 5-pins.
