The Galveston Hurricane was force 4, just like Harvey. It killed a lot more people because it pushed a huge storm surge over Galveston Island, and man y of the residents couldn't get away.

It's more topography than anything else. Put people on a low-lying sea-coas t, and a hurricane-driven storm surge or an earth-quake driven tsunami can kill a lot of people.
