I haven't done it, but it might not be too hard. I'd start with converting the pdf to postscript, then edit that to remove all the wrappers leaving just the line drawing commands. Then write a script to turn that into an Eagle script.

Eagle contains a ULP for importing a BMP bitmap. It is called "import-bmp.ulp".

Getting the PDF to BMP could be done with a simple screenshot, but you may have to fiddle with the scaling to get the size right.

I'm sure there are better ways to convert from PDF to BMP.

Is Eagle able to import dxf? If yes then first convert the pdf to dxf, there are a number of programs for this and then import it to eagle.
