Decommissioned CATV

Just moved into a resumed rental, there's a Telstra CATV JB on the wall outside. Whatever function it performed (presumably Foxtel) was cancelled years ago, but on opening up the box, the module inside was quite warm, it's obviously still powered up. Is that due to the architecture of the system, or just a slack provider who forgot to turn the system off somewhere?

Mainly curiosity, but if there is inadequate power limiting in the system it could constitute a fire risk in the event of a fault developing. Who would one contact to get it turned off, if it can be?
