Could be either the PSU failing and going into pulse-by-pulse overload limiting
or the dreaded "dead capacitors" syndrome on the motherbpoard which was present
several years ago. In either case it might be due to failed electrolytic caps -
at least that would be a good starting point. PSU first and then the M/B.

That is, I initially suspected that a power spike had caused the
problem.
